HORRIBLE IDEA TO HOLD FUNDS FOR 21 DAYS!!!

  Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them!  Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds,not trying to be a satisfaction authority!

I'm in the same situation as you are, at first I just buying stuff and no problem at all. When I decide to sell everything was ok even with the holding the fund because they release my money after buyer leave positive feedback. Now paypal holding my fund even after buyer leave me positive feedback. And that was week ago. Right now everyday I'm looking for answer.

I was told that if I supplied a tracking number, they would release the funds three days after item was delivered. Well, they're not and I'm not at all happy! This is a business of mine and I can't afford for them to hold the payments. I'm also extremely annoyed that out of the blue, they decided to start holding my payments again! After the initial set up, they held payments...which I accepted. Then, after months of being an honest and good seller, they decide to start holding my payments again...are you serious? I'm sooooo angry and disgusted and it's made worse that Ebay and Paypal just keep passing the buck and nobody will help me at all.

PayPal is holding funds on two of my items that very clearly show on PayPal that delivery was confirmed more than a week ago. Why haven't the funds been released?!

Send an email to the buyers begging them for. Positive feedback because pay pal nazis are holding your money hostage. If you have dine this already call them and DO NOT hang up until they give you your money. This is out of hand!

But I am not NEW to Ebay, nor am I a NEW seller. I've had items confirmed as delivered days ago...yet payments aren't released. I sold items and ONLY found out that Paypal was suddenly deciding to withold my funds when I went in to check a payment transaction. Rules change as they go.

And so Paypal, we're at the mercy of not having our money even though it was shipped, recieved and the buyer decides to leave NO feedback whatsoever? This is beyond frustrating.

I currently have the same problem with several of my buyers. I'm not a happy camper at all currently. Items were delivered and the buyer has chosen to leave no feedback. It's also been several days since delivery and I was told that after 3 days, they would release my payment. Well, I'm STILL waiting!

I'm also having the same "payment pending" problems, which I've never had until my last few sales (last 2 weeks). If Paypal is truly holding onto the funds & investing them in very short-term bonds, without disclosing this in their documents to Paypal users, they may be open to a class-action lawsuit. Also , a letter/call  to the Federal Trade Commission ( or similar federal agency) to lodge a complaint may be in order!

I don't understand this change.  Etsy doesn't link it's feedback to Paypal, so I can't get a high enough rating on here to prevent the funds from being held.  So, do I now need to only accept Amazon payments? I've never had an issue like the rest of you with buying through Paypal, but I have been selling since April of this year. This now limits my ability to purchase my supplies out of my sales. Am I too add money to my account to cover the possibility of a refund?  This is CRAZY! The only refunds I have had to do have been for an overcharge on shipping and partial refunds for people who forget to use their coupon codes at checkout.  I have only had one complete refund.  It was for an item that was destroyed during shipping.  But still considered "to be higher than average risk of future transaction issues".
