Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds, not trying to be a satisfaction authority!

I did check with Idaho State Finance Commission, and they are not held to the same standards as your normal bank is.

How the h*ll is Paypal allowed to hold a REFUND I received back for a payment I already sent???? I sent the payment which obviously already cleared my account, cleared the sellers account and then the seller refunded me the shipping per our mutual agreement, and now I have to wait 21 days to get my money back????????? Paypal, YOU'RE REALLY **bleep**ING UP!!!!! This wasn't even a payment I received!!! This was my OWN MONEY THAT WAS REFUNDED TO ME!!! What's the matter with you?!
And of course I do not agree with Paypal's holding funds on items paid for from Ebay!!!! This is getting a little ridiculous!!!! Come on!!! How do expect small sellers to make a living in the economy when you hold our money hostage for 21 days!!! And don't let Paypal fool you!!! You have to stay on top of your money and make sure they release it on the 21st day!!! I had to call NUMEROUS times to have them release funds because it was over their 21 day hold rule!!!!!!
I think a day/week/month boy-cott needs to be organized until Paypal relaxes their rules a bit. I understand the concept for it, but make it workable for everyone involved!!! Make the hold for 5-10 business days, or the same amount of business days it takes for an item to be delivered through the postal system. 21 days is FAR TO EXCESSIVE!!!
SEND AM IM TO SHOW YOUR SUPPORT OF A WORLDWIDE BOYCOTT DAY OF PAYPAL. THEY NEED TO KNOW THEIR 21 DAY FUNDS RECEIVED HOLD IS EXCESSIVE AND UNNECESSARY!!!
IF YOU AGREE TO A BOYCOTT, PLEASE EMAIL THE FOLLOWING ADDRESS TO SHOW YOUR SUPPORT AND WITH ENOUGH INTERESTED PARTIES, A BOYCOTT WILL BE PLANNED AND DETAILS WILL BE FORTHCOMING!!!!!

I HAVE ALREADY STARTED MY BOYCOTT , LAST ITEM SOLD ON FEBRUARY 15TH, LAST ITEM PURCHASED ON FEBRUARY 21ST, LIKE I'VE SAID: "If I can't get paid, there is no reason to sell, If I can't sell, there's no reason to buy"

I had a payment reversed. A real hassle. PayPal said the buyer opened a case. The buyer said he didn't. He had the item and given me positive feedback. In the end, it turned out that he did not have enough money in the card he had listed to pay. He said when he gave them his credit union card # for backup, the system put it as the first option to pay, not his credit card. I resolved it by calling PayPal.

I think they came up with 21 day on hold idea for some reasons 1. To protect a buyers rights for refund, Basicaly it takes 5-7 days for shipping, usualy 7 days refund policy for ebay shoppers, and another 5-7days to ship it back. So here all together about 21 day. Not so long time ago I was dissapoited as much as you now, but one situation showed me that this is right policy: I bought an item, the seller informed me that he had sent item to me, but even two weeks later I got nothing, he didnt provided a trucking #, and didnt responded to my messages, I got my money back. If this money was alredy in bank that would take a while to get refund.

Crazy, I decided to start my own little online business which started off fine. ( using dropshipping )
I put up one product which had massive demand, a few days later i had to take it down since paypal then started holding the payments. These payments are also used to pay for the product and I found that my cleared funds were running out.
The whole point was to make money to build up stock. Now I have to wait for the funds to clear before selling more. Not to mention the fact there are a lot of ebayers who do not bother adding feedback.
As we speak I have a balance I cannot touch. Are times not hard enough!!.

Regardless as to whether the money was there in the account or not...You would have gotten your refund from paypal. Paypal holding those funds do not benefit you, it only benefits paypal by gaining interest sitting there.
