As well as trying to click on the "My PayPal Account" you can also try clearing the cache and cookies on your PC.
This can help when you are experiencing difficulties in viewing web pages and it will speed up your loading and browser closing times as well.
I’ll put in below the steps on how to clear cache and cookies on both Internet Explorer and Mozilla just in case you haven’t done it before. As you have said, you can access from your iPhone so it isn’t a password issue, hopefully this will help.
Internet Explorer
1.Open an Internet Explorer browser window.
2. Click ‘Tools’ at the top of the page.
3. Select ‘Internet Options’ from the drop down menu.
4. On the General tab, click the ‘Delete Files’ and ‘Delete Cookies’ buttons in the Temporary Internet Files section.
5. This will delete all the files currently stored in your cache and cookies.
Mozilla Firefox
1. Open a new Mozilla Firefox browser window.
2. Click 'Tools' at the top of the page.
3. Click ‘Clear Private Data’ from the drop down menu.
4. Checkmark the data you wish to remove.
5. Click Clear ‘Private Data Now’.
