Pay pal in UAE

Dear  Support,  
 
One of my friend developed one E-com website in UAE and planning to integrate Paypal
gateway to the website. I have some clarifications:  

 
1.  Papal  support  U.A.E  Banks?   
   
2.  We  can  transfer  funds  to  UAE  Banks  from  paypal  account?   
 
3.  If  so  what  are  the  formalities  and  required  documents  for  the  setup?  
 
4.  How  much  the  cost  for  the  transactions  and  integration  of  paypal  setup in website?

According to the PayPal Worldwide page, United Arab Emirates PayPal members can withdraw funds from their PayPal account to a US bank account, or a credit, debit, or prepaid card. Withdrawals to a US bank account are free... there is a $5.00 USD charge for card withdrawals...
