Is there any way to block someone from sending multiple payment requests?
It's getting pretty annoying having to decline 10+ a day from the same person.

Quit refunding him and ignore him. Let him file a dispute to get his money back. Why should you have to do all the work of giving repeated refunds. Forward the repeated refund info to the paypal dispute.
However if you sold him something on ebay, you are obligated to mail the product. Why are you not accepting his payment?
