Have you set up a paypal balance account?
Normally when you accept a payment for the first time, paypal will request whether you want to set up a balance account to hold a balance OR have the funds automatically debited to your linked bank account. If you choose the former then you would see your balance.
However you do not need to add funds to a balance to fund purchases as paypal will take payment automatically from any linked and confirmed bank account of card.
