Visa Card confirmation on paypal said Your card was declined by the issuing bank??

In my country (Egypt) the only way to get paid via PayPal, is through a visa card issued by my country.
I had a visa card I used to withdraw the money and after it expired the same bank issued me another one.
Now, when I try to add "Confirm Card" to PayPal it said to me, "Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions".
I have contacted the bank and they said the card is fine and I use it in online paying bills & shopping in both my local currency and dollars so it works as it should be.
I need to know what's wrong with my PayPal account why PayPal doesn't accept it?
