Sending crypto to an external address wait time

I am trying to send BCH to an external wallet from my PayPal account. I just purchased the BCH approximately 30 minutes ago. I am trying to send less than my available balance ($100 out of a balance of $200). I keep getting an error message that says "this transaction cannot be completed at this time".
Since I just purchased the BCH today, is it possible that PayPal is holding the BCH in my account for certain period of time? If so, how long is that time for? Is there someplace else I can go where I can purchase BCH with an external wallet and then send it to another external wallet within a few hours?

I understand you're having trouble transferring Bitcoin, and I'm sorry to hear that. Transfers can be placed under review, and if that happens, you'll be notified by email and within your PayPal account. If you receive an error message stating that the transaction cannot be completed, I suggest waiting 48 hours and trying again. In that situation, it is most likely that the Security System declined the transfer. When you log in next, try to log in from your most commonly used device with your location services turned on.
@JohnOrta, a technical issue message usually means there's a connection issue. When this type of error occurs, I recommend restarting your device and router (if using Wifi) to make sure it has a strong connection to the internet. After that, clear your cache and cookies on your favorite browser or the PayPal App's cache in your phone's app settings.
If these troubleshooting steps do not work, please don't hesitate to get in touch with Customer Support by selecting 'Contact' at the bottom of any PayPal website.

i’m having same issues. i never thought id have to wait DAYS to send the BTC to a bitcoin address… then reboot, clear cache, etc. This sounds like advice we’d get 10 years ago whenever any website had trouble. In 2024, this should be a smoother, quicker transaction. I’ve been a user since 2003, i’m verified. WHY do ppl like me have to wait for “security system to refresh” (as CS rep. told me. even SHE was exasperated as she gets a lot of these calls. (i’m still waiting for ‘clearance’… i couldn't send the bitcoin to my niece, i send her some every year for her birthday.… 😞 )7
