PayPal reports error when submitting direct debit instruction to Triodos Bank to complete set up

I am trying to add a new bank account card (Triodos Bank) to my PayPal account. I have entered the card info and it says I now need to submit a direct debit instruction to complete set up to be able to use the new card within PayPal.
When I click the button to do this it errors and says "We're sorry, we're not able to process your request right now. Please try again later.". I've tried multiple times over a week and the PayPal support desk were unhelpful. My bank said the instruction has to come from PayPal. How on earth do I resolve this? At the moment I am unable to use PayPal to pay for anything!

Sounds like a virtual / online bank account which Paypal does not support?
