When i link my paypal with google play it say you have problem with your account i wanna buy games with my balance not with my credit card or bank or visa card

I have a card linked to My Paypal account and the error keeps happening

Yeah but 1. They said they have a bank card and obviously you need to link a card to paypal so put 2 and 2 together i think they have a card linked. 2. Same thing has been happening to me but i just used the funds on my PayPal on 8/20 on steam just fine but cant do anything starting the 22nd and am still having this problem. 3. Before u say anything yes i have a card linked to the account how else would i be able to use paypal.
