First-time Bitcoin Purchase Error

getting this error on mobile or desktop paypal website access whenever i attempt to purchase bitcoin. registered for service less than an hour ago. verified my information first. not sure why cannot purchase.

please advise.

I am sorry to hear that you are having issues purchasing bitcoin. It may be our internal security system stopping the payment if you have just signed up. I would give it a day or two and then try again.
