I forgot to link my new Visa card by first making a transaction using my PIN only. I got a message in red stating my bank had declined the card. So I made a purchase with my PIN, and activated the card. Several purchases. Next I tried linking my new card with PayPal, but got the same message as the first time. I wrote a message, got a response, was told to contact my bank. The bank said my card was active, everything was ok at their end. Then was told to wait a few days.
I waited 4 days, and made another attempt. Same result, bank declined. I wrote a new message and succeeded in talking to someone by phoning me back. She said she would make a report. I waited a few days, but got no response from her.
I retried linking the card today. Got the same message, bank declined. I messaged PayPal online a second time. Got no human response. So I phoned my bank a second time today as well. They said my first attempt was made without my card being activated. The problem is that the PayPal software does not recognize the subsequent activation of my card, and still assumes it is not activated.
Then I tried phoning PayPal. Robot voice. I entered all the numbers by phone. Same result, bank declined. I was not able to speak with a human.
So now I am trying the community.
I need to have my card linked to PayPal rather than providing its numbers to small merchants because they cannot afford to protect the numbers from the sophisticated credit card scamming industry.
