"This account needs a little help to link it"

I'm trying to link my (Canadian) bank account to Paypal, but this message shows up every time I try. It had worked previously, and I even used it for a few payments. But then it stopped working, so I unlinked it from my account and attempted to relink it, but it now isn't working.

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues adding a card to your account. If there's an issue with a payment from a bank, or some kind of unauthorized activity on your bank, there's a chance the bank account can be removed from your PayPal account. I would recommend reaching out to our Customer Support teams to see what the issue may be with that bank account. They can be reached by clicking "Contact" at the bottom of any PayPal page, through Twitter DM, or Facebook PM.

I have similar issue and customer service here in the UK are saying that there might be some tech issues. Is this worldwide?
