"Can not add Card because it is linked to another account" BUT IT'S NOT!!!

I do understand your concern with this. If you are getting this error, it would mean that your card number may still be linked to another PayPal account. This can happen if you had a previous account and you added the card at some stage, or a family member may have used your card on PayPal before. It is also possible that your card issuer recycled your card number.
