how do you link Revolut to paypal

how do you link Revolut to paypal to make transfers. I have succeeded before but it is not working now. I am managed to link the card but it says transfers are not allowed.

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues transferring funds out of PayPal. Based on what you've described and the following Help Center article, it sounds like accounts in your locale may only be able to transfer funds to a bank: How do I transfer funds from my PayPal account?
