When adding a bank account, I'm asked to contact PayPal yet no way to do it

As precised in the title, while trying to add a US bank account to my account, I'm told this account needs a little help and that I should contact the PayPal support.
However, it is virtually impossible to get in touch with PayPal support. The chat option always sends the same 'no agent available message', while the phone numbers are all not working.
You cannot open a case. You cannot open a ticket. You cannot call the PayPal support. You cannot chat with anyone.
How am I going to solve this issue?
I cannot recognize PayPal anymore!

As you haven't added your country to your community profile or said country bank account you are trying to add then we can't advise so your options are.............
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Paypal phone are unavailable. Anyone can try to call and check. I've tryied several numbers in several languages. Tried contacting them through facebook, received the same message I receive in the message center 'A customer support agent is unavailable". It's really impossible to reach out to them anywhere. Even tried emailing the old support email address and I had the same go to the resolution center message (once there you only can open a case about a transaction, so in my case, still impossibe).
Hopefully, a person from the support team sees this and gives an actually available way to contact the support.
