Top-up to replenish negative balance got charged twice, only showed up in PayPal once.

I recently added 64.04 euro to PayPal to top up my negative balance back to 0, and it is pending. 5 minutes later however, another 64.04 euro got taken off my bank account automatically and sent to PayPal (yes, the real PayPal.), but this payment is nowhere to be found on PayPal's side, I assume it got automatically taken off because my top-up was still pending, but why is my balance still negative? And from what I can see, the money from the second payment has disappeared completely? There is no transaction record that I can find on PayPal's side, only from my bank account. I canceled one of the two payments via my bank account, so I'm now out 64.04 euros (the correct amount), but PayPal still notes a negative balance and there is no indication of my payment on their side. Do I just wait? PayPal's support is terrible, and I can't reach anyone. Do I reclaim the second payment too and do the top-up again? A bit lost at this point. Any clarification or help is appreciated.

If you have failed bank transfer then Paypal automatically keep trying to access those funds to clear your negative balance.
They have already fronted the payment to the seller on your behalf and so want the money owed.

If you sent a bank transfer to your Paypal account and Paypal also automatically applied for the funds as well then you would have 2 payments processing to your paypal balance.
The first one to arrive will clear the negative balance and the second one will be credited as a + to your balance and you can withdraw it back to your balance once cleared.

Well that's just the problem, I was charged twice, once automatically and once via my manual top-up, but only one of these payments showed up in my PayPal history. Then I charged one of the two payments to PayPal back, which makes it so I have paid the 64 I owe instead of 128 (2x my debt), but now there is no record of any payment on PayPal's side whatsoever, since the one of the two that WAS showing up was the one I charged back, apparently. The payment that was showing up in PayPal said it could take until the 15th of December to arrive on the account, so I wouldn't be surprised if it just hadn't arrived yet, but the fact that there is no record whatsoever on PayPal's side at the moment is confusing. Do automatic collections not show up in the same place? Do they not show it until the payment is final and actually arrives?

I hope it's shown up by now. Normally, it may take around 5 business days for a transaction to show up.
