Paypal savings doesn't work?

As i've seen a few people already asked this with no answer. 

Is the Paypal savings Avilable? and if it is, is it region locked? 

It gives the "It doesn't exist" prompt if you directly find a link to it as most of the region locked content when opened. 

Im from Hungary if that helps answering. 

And if not avilable i want to ask when it'll be avilable in said countries.

Think U.S only as its offered by Synchrony Bank.

That's my guess too, but Paypal is an international company and i think most banks aren't limited to regions. i don't know, maybe we could suggest for the company to widen the range, since an international saving program could be beneficial for them as well as for the bank too.
