Linked Card to Paypal why my card is declined from getting code

 Question.. I already linked my card to Paypal then it's successful but when I click to confirm card to get code its declined and when I checked my account balance Paypal debited amount of Php53.50 ,but again they credited it back. Please help if someone knows it? I already contacted bank issuer but doesn't resolve my issue.

I understand that you're trying to confirm your card. The PayPal code is displayed on your card statement next to the small charge. You will see it next to the word “PayPal.” For example, if you see PayPal*1234CODE or PP*1234CODE on your statement, then “1234” is your code. Please allow 3-5 business days for the PayPal code to appear on your online card statement. Otherwise, check for the code when you receive your next statement in the mail.
