Link non US Bank account to paypal?

How can I link my non US bank account to paypal as when I try to link a bank account it only shows for US bank accounts

You can't add a local bank account / debit card in your country.
You can only link a card.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
However that option is mainly for U.S expats etc that are living temporarily in another country.
