Link a Bank Problem

I recently decided to Link a Bank to my PayPal. When I signed up back then on PayPal I made sure my region was from Albania. For some odd reason instead of PayPal saying ''Link a Bank'' instead it says ''Link a U.S Bank'' even though I have set up my account as an Albanian. Is it possible for me to still add my country's bank even though it says U.S? I even tried making a new account to test this and I still get the same thing.
