The tile speaks for itself but I have no way to add my debit card to a Paypal account now, as the old account's gone and it won't let me add it to my new one, has anyone had this same issue, and is there any way at all to fix it?

I'm sorry to hear of your frustration with the inability to access your old account to remove the card so it can be added to the new account. This can be accomplished with the assistance of a Customer Service representative. To find your contact options, please click Contact at the bottom of the PayPal website.
