I cant re -ink my bank account, it gives an error

Hello, this is Zeynep. Pleasure to meet you. I've tried many times to connect with customer service but calling but it keeps closing the phone so I think this is the only way. I opened my Paypal account the first time yesterday but accidentally put my country as Turkey which in later states didn't let me ask or transfer money. I could add my dutch bank account to Link my Bank. There was no issue at that time but still, it was not letting me to do anything. So I thought I had to delete my account since I put my nationality as Turkish and maybe that would be crashing it. I have a residency in the Netherlands and a Dutch ING bank account so I closed my account ( deleted ) and re opened again to put my residency on Netherlands with the same email. When I tried to re-connect my bank it gives an error and says Sorry, that bank is already linked to the maximum number of Paypal accounts. I opened my ING and un-linked everything. I called ING as well and they said we don't see any linked accounts so you have to call Paypal, which I cant, therefore I am asking the community. Can you please help me and relink my bank account again. Thank you so much, have a lovely week.

Thank you for joining the PayPal community! I'm sorry to hear about the error when trying to link your bank account. If the account was linked, unlinked, and relinked multiple times, it may be that it has exceeded the number of times it can be re-added. This is for security purposes, to prevent fraud, and cannot be overridden. If it was only ever linked the one time, it may be that the unlinking wasn't successful, and a representative can assist with that. To reach customer service, use one of the options that can be found by clicking Contact at the bottom of the PayPal website.
