I cant add bank account

I cant add bank account, it says in order to add account I need assistance and to contact paypal team, but there isnt any way to contact them via message. Ive had problem with this for years and its so frustrating to see that the whole paypal team is so ignorant towards the customers, can anyone help me?

You haven't added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in so unfortunately we can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

Should be able to add it if its a local bank / registered in your name / not a virtual or digital bank, if you can't then......

None of these, my bank account is a new one, registered in my name and it cannot be already registered.
