How can I link a Cambodian Bank Account to my PayPal account?

You have a US PayPal account so you must link a US bank. Banks from other countries is not an option because PayPal accounts are country specific.
Open a Cambodia account and see what bank or card linking options are available:
https://www.paypal.com/kh/welcome/signup/#/country_selection
Note that Cambodia PayPal accounts can only buy online/send money and cannot accept payments.
