Error when I try to link my bank card

I have been trying to link my bank card to my Paypal account for weeks, but I keep getting the message 'We're sorry. We're not able to process your request right now. Please try again later'. I then went to my bank to link my accounts and I received the error code 8062, Ref VODS6ZJ9XJ. This is extremely frustrating. I have been paid for work, but I cannot draw the money.
