Debit card declined

My debit card is not getting added to my paypal account, i have enquired from bank too, it is fine but getting declined on paypal. What should I do now?

Sorry but earlier i have already checked for that article and it was not helpful other than the option to change my card and use another one. My one is a bob Rupay card and I have read that it is now allowed under discover type in paypal but why is it not working for me?
