Cant link my paypal to my bank error code

I'm having issues connecting my paypal to my south african bank account (FNB) everytime the bank asks for permissions from paypal and I grant it I'm left with a failure error 8114, my bank says it's a paypal support issue which only paypal can solve but paypal support isn't available thus resulting me unable to use any of my money at all, spoke to the bank on phone and got redirected like 7 times to different banks.
