I am sorry to hear you are having issues linking your PayPal account to your Google Play. I know this must be concerning.
I would suggest you check your PayPal email address is confirmed, and your PayPal account is verified. When your PayPal email address is not confirmed, and your account is not verified, it can prevent you from linking your account to a third party.
To confirm your email address, please follow the steps here. You can then follow the steps here to verify your account. Once you have done this, please try linking your account again.
