The situation you described might be resolved by logging off from everything on your computer, deleting the cookies and temporary internet files and re-starting your system before waiting 24-48 hours to allow PayPal's System to re-set.
I'm sorry for any inconvenience, but it also may be that PayPal's Security System will not allow the bank to be added to another account. This happens if the bank has been added and removed too may times previously. If the error keeps appearing, the only option I can suggest is to use a different bank account.
