Account needs a little help to link

So, whenever I try and link my BMO - Online Banking account, I always get this error message "This account needs a little help to link it. " so I came here to ask for help, and I don't know if my bank account is linked to any other PayPal Account. (CANADA)

If your bank account gets linked, then PayPal can't collect its fees. They want there 4%. End of story.

No, the problem is I can't even link it, so you absolutely make no sense in this situation.
