suspend payment pending verification

Hi, I'd like to know if it is possibile to implement the following process:

* I set the payment but don't But the transfer is not actually carried out (money is blocked for that transaction)

* Vendor see the "suspended" payment and send me the product

* Once product is sent or delivered, I can finally approve payment and transfer money for real

That would be useful for example for event or airline ticket transfers.
