That is an issue for PayPal to sort out. Have you contacted PayPal support? this is NOT PayPal support this is user to user support.
Click the "help button" Scroll down the pay till you see "Contact us" Contact customer service and click that. You can then choose your method of contact and report your issue there.

You need to add a visa credit card in your country to be able to receive paypal payments so have you done that?
The other option is a U.S bank account but that bank account has to be opened on U.S soil as you can't add a virtual/digital account like Payoneer or Wise.
Payments will fail with that message if you have not added a visa credit card and confirmed it.
