i can't send money to my bank account or card !

i can't send money to my bank account or card ( the bank account and card confirmed ) , but when i try to send money there is a message "Right now, we’re not able to transfer the funds to your bank."any help please ??

You need to add / confirm a credit visa card to your paypal account so that the funds would be auto-withdrawn in your country.

i added a card and confirm it but still same probleme !!
