complaint customer service manager

I was supposed to receive $20 as a gift From PayPal to be used on my next purchase because of a purchase that was disputed. Well I made another purchase and the $20 was not put on and every time I try and talk to somebody they pretend that they don't hear me after I tell them I want a manager. I'm trying to find a place to lodge a complaint

Check paypals user agreement for how to make an official complaint to their regulatory body but seems a bit extreme for $20 !!!
