Account permanently limited - I am frustrated! How to resolve?

I can see various similar questions and still I remain frustrated! They have informed me that my account is permanently limited and that my appeal has been denied. However, I had to spend several hours trying to contact them via phonecall and on the customer support chat! Also, I NEVER received any email informing me about the limitation nor the appeal denial. I still haven't found out why, on the phone they told me my proof of address hasnt been approved and yet I provided them with my last credit card statement directly as I downloaded it from the bank application!! Its in Greek of course, since i live in Greece and I even offered to provide them with translated documents if needed. Still nothing! I even filed a complaint and all I have received is waiting time and frustration and being treated as a criminal and they ve decided that banning me forever from paypal would be the best solution!

You will be satisfied with the e-mail you once received. Even if it doesn't normally contain any information.
However, in most cases this e-mail violates applicable laws. E.g. Article 17 DSA

This could be because you created your PP account as a minor. The block would therefore be justified, but as mentioned, not necessarily legal.

@Comp4ny I never received any e-mail. I just realized at some point that my transactions were not going through. I had to log in to PayPal and realize my account had been limited. Plus, after the appeal, all agents reassured me I would get informed about the appeal result via e-mail. Again NOTHING. I had to phone and chat with them in order to finally find out.
When I was a minor the Internet was just being created, let alone PayPal, lol.
