I'm sorry to hear your recent payment was returned to Patreon. From reviewing your profile, I can see that you're from Ukraine. PayPal accounts in Ukraine are currently only able to receive Friends & Family transactions, not Goods & Services payments. Patreon payments are sent as Goods & Services payments, which would be why the payment was rejected. To withdraw payments from Patreon, you would need to explore options outside of PayPal. I apologize for the inconvenience this has caused.
