Why does it say there is nothing to transfer at the moment when my balance shows funds available?

I am trying to transfer the balance of my PayPal account to my bank account or debit card, it doesn't matter at this point. However, when I go to do so, it tells me that "There's nothing to transfer at the moment. Please try again when you have money in your PayPal balance". The transaction that put money into my account shows as complete so there is no reason for this to happen! I just want to be able to talk to someone to get the answer, not just be given the same responses that are of no help by AI.
