Hello I linked my new Visa card to my PayPal account.. The card is brand new and whenever i keep trying to transfer funds from PayPal to the card its keeps saying "We're not able to transfer funds to your bank".. the card is fully functional i paid with it online already.. this problem is only occuring with PayPal .. and i dont have a bank account to link with PayPal.. only Visa credit cards I live in Algeria .. never had this problem before until now .. can somebody help me please i just want to transfer and use my money
