Why can’t I send to “friends and family” to Israel?

I was asking about PayPal specifically. I am aware that there are other options.

Well I answered that + xoom is a paypal company and is used for countries that can't accept friends/family from the Paypal website, so, you're welcome.

Sorry, misunderstood. I do not see xoom mentioned anywhere on PayPal.com - how do I access it? Can I send money using it to a friend who only has PayPal account?
