In response to the requirements of international rules regarding banking transactions of EU clients cannot make a payment through PayPal for business in Ukraine, pay for the purchase of goods through the Ukrainian website.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
You still can't do commercial transactions and receive goods/services payments.

Customers cannot make payments. No transfers - to friends/family through the site, only commercial payments for buying goods through the site.
The problem still exists.

You can't use a Ukrainian paypal account to sell anything as I have already said.
