Trouble making a transfer

i cant tranfer money out of my paypal balance, ive been trying to make a transfer with my laptop ( windows 10 firefox browser) but i keep getting the error message, ive logged in my account with this laptop a few times but im always getting the error msg, paypal pls fix this cos i need to make this payment asap

You have a U.S paypal account so can you confirm you live in the U.S?

If you are withdrawing to a bank account then does the name on your bank exactly match the name on your paypal account?

If withdrawing to a debit card does the billing address of the card exactly match the address on your paypal account.

Have you confirmed both or either of them?
