Transfer from GoGetFunding.com never arrived. Phone number to contact PayPal does not work

Hi.
I live in the Dominican Republic. Very recently. my house was inundated by approximately a 5-foot high rainwater tsunami that destroyed almost everything I own. A friend created a GoGetFunding.com account to try and help me out. That account was closed on  7th January and, according to the GoGetFunding.com helpdesk, that should have automatically caused the funds in that account to transfer automatically into my linked PayPal account. It didn't.
The help desk at GoGetFunding.com said that if the transfer failed, the money in the account would be refunded to donors. We contacted donors and they did not receive refunds. So that means the money must be somewhere in Paypal but it is NOT in my account. GoGetFunding.com say that the lost funds are with PayPal, i.e., they are no longer within GoGetFunding.com.
We know my PayPal account details work. My friend set up the funding help and linked my PayPal account using the same details that he also used to personally send me money and his transfer already worked.
I have tried to phone PayPal but no variation on their published phone number to be used with cellphones, i.e.,[Removed. Phone #s not permitted] will work. The number fails to connect. I even tried a message to them via Facebook but that got no response.I have also tried the chat system they have on the PayPal internet pages but that's hopeless; it gets no reply and nobody responds no matter how many hours I wait.


So I have TWO PROBLEMS.
ONE --- I don't have my money that is needed to help with an emergency. I have no way to find where it is in PayPal.
TWO --- I have no means by which to contact PayPal .

Pragmatic suggestions for what I should do would be gratefully accepted.
