Sending money from South Africa ZAR to Bolivia USD?

Can I send money from South Africa in ZAR to a recipient in Bolivia in USD and the recipient be able to withdraw to a Bolivian bank account and what would the total fees be?

Sorry, Bolivia PayPal accounts can only buy with PayPal, not receive/accept payments.

Here is PayPal Bolivia homepage:

You can only see “Buy” at the top menu, not “Personal” or “Business” like you have in PayPal South Africa.

do you know if paypal is planning to allow paypal accounts to receive payments in Bolivia any time soon? Or where can I find such info? The legislation was made last year.
