Sending $700 to my sister from Morocco to USA (the option friends/family does not exist) 1099-k tax

My sister lives in America (Massachusetts) with the same last name. I want to send her more than $600 from morocco (africa) to usa , so I don't have the option of sending it to friends or family. Consequently, when I send her money, it will be considered a service, and she will receive a 1099-K from PayPal for tax purposes with the IRS. How can I resolve this issue?

Why does PayPal have to send her 1099k annually when she only receives money from her brother?

Unfortunately friends/family is not available in a lot of countries including your own.

So its sent and processed as a goods/services transaction.
