SMS received for transaction debit but the transaction is not on Paypal activity

Hello. I used my Paypal account to make a purchase. My card is a Saudi Arabia card but the purchase was from an online store in New Zealand. I received an SMS from card issuer that the payment has been debited but the transaction doesn't show on my Paypla account activity. On the online retailer site, I got an error message saying the payment was unsuccessful and I haven't received an email from the retailer to confirm the transaction. Will the amount be credited back to my card eventually?
