I accidentally placed an order through Shein and used my PayPal didn’t realize that I placed the order by accident so I canceled it. PayPal got the refund because it shows up on my PayPal account that they received the refund but at the same time they still withdrew the money from my checking account and kept excuses when I called them about this and trying to tell me they’re trying to educate me on how PayPal works, but yet paypal got my total refund and took the money out of my checking account. They didn’t proceeded to tell me that they hold the money from my account until they get the refund. Then they deposit the money back in my account. I have not seen a deposit into my account as of yet and it’s been a week so I called them and I told them I’m gonna talk to a Attorney so I’m wondering can I sue them?

 You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

They got the bank transfer and the refund and I didn’t get any money or merchandise. I am not a stupid person so basically I paid for merchandise that I didn’t get and am going to call my bank and get that payment back

You had 1 payment OUT of your bank account and you would have had 1 payment IN to your bank account so you are back as you should be.

The only thing that is confusing but perfectly normal is that your refund was CREDITED BEFORE your original charge was DEBITED.

PayPal took a payment out of my bank account but nothing was put back into my bank account so don’t try to make me sound like a stupid person PayPal took the money but did not return it and they better because if not I will send all my information to a consumer attorney

If the refund showed in your paypal account then you would have been refunded, either to your paypal balance (and it was used for another purchase) OR transferred to card or bank. Paypal issues thousands of refunds every week and no one seems to have an issue as the process is automated.

There was no deposit in my account and there is no balance in my PayPal account and it was defiantly not used for another transaction and I have proof of all of this and I am making copy’s so no matter what you say apparently you don’t know what your talking about.
