Friend is trying to pay money from a US Paypal Account to a UK Personal PayPal account. Getting the error message "This recipient is currently unable to receive money". Have checked nothing is blocked and have tried both card payment and paying with PayPal balance. Any ideas? I really need to be able to receive money without specifically requesting an amount
