Paypal rejecting payment requests

I tried to withdraw money from toloka (the infamous paid task application) but my requests got rejected everytime.They are sure that there is no problem on their end.Its probably the paypal which is rejecting my requests .I have confirmed my bank account,visa debit card everything already but still I am facing the issue.Please help me
