Paypal funds, why i dont have option for pay with Paypal funds ?

Hello there, i just want to ask, why I can't pay or send money from my currently Paypal funds, I have option for just send or buy with mu Credit card.

No my Country is not listed in this list, you think that is problem what I don't have option for pay with Paypal funds and need first withdraw on Credit Card for can pay someone ?

I do not have the option to pay with PayPal funds; I can only pay with my credit card. I need to withdraw funds to my Credit Card, and then I can send payment or buy something with Paypal.
